Application

This unit of competency specifies the skills and knowledge required to identify requirements for safe tilt-up work within the construction industry.

It includes knowledge required for induction of construction workers prior to entering tilt-up workplaces.

It applies to workers in the construction industry. It involves working under supervision in a team environment.

Licensing requirements may apply to this unit of competency depending on the regulatory requirements of each jurisdiction. Relevant state and territory regulatory authorities should be consulted to confirm these requirements.

Elements and Performance Criteria

Performance criteria describe what needs to be done to demonstrate achievement of the element.

1. Identify tilt-up construction and risk management processes.

1.1 Identify and describe relationships between each stage of the tilt-up construction process and the following stage, and typical faults, problems, hazards and possible effects if design and safety requirements are not met. 

1.2 Identify and describe basic principles of risk management and duty-holders responsible.

1.3 Identify and describe minimum requirements for a safe work method statement (SWMS) for each task as outlined in the National Code of Practice for Precast, Tilt-Up and Concrete Elements in Building Construction (the National Code), and the duty-holder responsible for its preparation and compliance.

1.4 Identify and describe minimum requirements for a work plan and/or work health and safety (WHS) management plan for tilt-up construction, as outlined in the National Code.

1.5 Identify available skills training opportunities relevant to own work, role and responsibilities.

2. Identify information relating to safe tilt-up construction.

2.1 Identify and describe regulatory information relevant to own work, role and responsibilities.

2.2 Identify and describe own role and responsibilities and those of others relevant to tilt-up construction.

2.3 Identify and describe general work procedures, documentation, drawings and plans for carrying out the tilt-up construction process relevant to own work, role and responsibilities.

2.4 Identify and describe general safety requirements for equipment and tools used in the tilt-up construction process relevant to own work, role and responsibilities.

3. Identify procedures relating to safe tilt-up construction to maintain own safety and that of others.

3.1 Communicate with others to establish that key safety requirements have been met for preceding stages of tilt-up construction.

3.2 Identify and describe general procedures for responding to, rectifying and reporting faults, problems and hazards relevant to own work, role and responsibilities.

3.3 Identify methods and procedures used to control tilt-up construction hazards, including the content of the work plan and/or WHS management plan and SWMSs relevant to own work, role and responsibilities.

3.4 Identify and describe sequence of tasks and activities relevant to own work, and review adequacy of the associated SWMS by conducting a job safety analysis (JSA).

Performance Evidence

To demonstrate competency in this unit, a person must identify requirements for safe tilt-up work at one workplace where the tilt-up construction process is used.

In doing this, the person must meet the performance criteria for this unit.

Knowledge Evidence

To be competent in this unit, a person must demonstrate knowledge of:

  • stages of the tilt-up construction process and their interrelationships, including:
  • design and manufacture
  • handling, storage and transportation
  • cranage and erection
  • temporary bracing, stabilisation and incorporation of concrete panels
  • demolition
  • basic principles of risk management relating to the tilt-up construction process
  • minimum requirements outlined in the National Code of Practice for Precast, Tilt-Up and Concrete Elements in Building Construction for:
  • safe work method statements (SWMSs) for each task
  • work plans and/or work health and safety (WHS) management plans for tilt-up construction
  • regulatory information relating to the tilt-up construction process, including:
  • relevant standards, regulations and codes of practice for tilt-up and pre-cast concrete construction, including Australian Standard AS 3850-2003 Tilt-up Concrete Construction.
  • duty-holder responsibilities
  • emergency procedures
  • training, supervision and risk management in the context of tilt-up and pre-cast concrete construction
  • general safety requirements for equipment and tools used in the tilt-up construction process, including those for:
  • cranes
  • elevated work platforms
  • manual tools
  • mobile scaffolding
  • portable electric and pneumatic tools
  • props
  • rigging equipment
  • rigging gear
  • safety net and static lines
  • procedures relating to safe tilt-up construction to maintain own safety and that of others.

Assessment Conditions

Assessors must satisfy the requirements for assessors contained in the Standards for Registered Training Organisations.

Assessment of performance must be undertaken in the workplace or in a simulated workplace environment. Tasks are to be performed to the level of proficiency and within the time limits expected in a workplace.

Assessors are responsible for ensuring that the person demonstrating competency has access to:

  • full documentation of jurisdictional requirements for safe tilt-up work.
