Application

This unit of competency describes the skills and knowledge required to recognise and respond to workplace emergencies.

The unit applies to individuals who respond to emergencies under broad direction and take responsibility for their own work.

All work must be carried out to comply with workplace procedures, health and safety in the workplace requirements, legislative and regulatory requirements and manufacturer specifications.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Performance Criteria

Elements describe the essential outcomes.

Performance criteria describe the performance needed to demonstrate achievement of the element.

1. Prepare for emergency situations

1.1 Identify potential workplace emergency situations and appropriate responses

1.2 Identify emergency resources and their location in the work area

1.3 Identify potential hazards and risks, and implement safe working practices to manage risks

1.4 Select, fit, use, maintain and store personal protective equipment (PPE) and safety and communications equipment

1.5 Identify and report unserviceable safety and communications equipment and PPE according to workplace procedures

2. Identify and evaluate the emergency

2.1 Recognise and assess the identified or potential emergency situation risks, and effectiveness of initial response actions

2.2 Seek advice in evaluating the emergency from appropriate personnel

2.3 Determine emergency needs and priority, including any assistance that may be required

3. Implement fire protection and control procedures

3.1 Minimise the risk of fire hazards and any hazardous fuelling procedures

3.2 Carry out workplace safety procedures for the handling and use of industrial gases

3.3 Use fire extinguishers and equipment appropriate to the fire situation, and notify authorities where applicable

3.4 Follow procedures for evacuation to nominated assembly points

4. Confine the emergency where possible

4.1 Confine emergency to the immediate area using available resources

4.2 Carry out emergency procedures, and operate equipment using safe work practices

4.3 Use equipment safely in conjunction with other emergency actions

4.4 Assist with the evacuation of personnel and animals

4.5 Provide information required to assist emergency services

5. Control the emergency situation

5.1 Evacuate casualties following workplace emergency procedures

5.2 Minimise the risk to self and casualties by minimising and isolating hazards where possible

5.3 Seek first aid assistance and advice where necessary

5.4 Record and report emergency situation response actions to supervisor

Performance Evidence

An individual demonstrating competency must satisfy all of the elements and performance criteria in this unit.

There must be evidence that the individual has responded to emergencies on at least two occasions and has:

  • operated emergency safety and communications equipment according to manufacturer specifications and training
  • applied workplace health and safety requirements, including fitted and used personal protective equipment (PPE)
  • evaluated the emergency to determine emergency response
  • implemented fire protection and control procedures
  • used appropriate fire protection and control techniques relevant to the organisation and industry
  • safely confined the emergency to immediate area where possible and controlled the emergency situation.

Knowledge Evidence

An individual must be able to demonstrate the knowledge required to perform the tasks outlined in the elements and performance criteria of this unit. This includes knowledge of:

  • workplace hazard identification and risk assessment techniques and tools
  • use of safety and communications equipment and protocols in the event of an emergency
  • workplace requirements and duty of care responsibilities applicable to health and safety in the workplace for responding to emergencies
  • workplace accident and incident policies and procedures
  • emergency network contacts and call out procedures
  • the proper use and technique for handling industrial gases
  • workplace emergency evacuation procedures and assembly points.

Assessment Conditions

Assessment of the skills in this unit of competency must take place under the following conditions:

  • physical conditions:
  • a workplace setting or an environment that accurately represents workplace conditions
  • resources, equipment and materials:
  • emergency safety and communications equipment and resources, including firefighting tools and equipment
  • PPE applicable to responding to emergencies
  • specifications:
  • workplace health and safety legislation, regulations, codes of practice and workplace procedures relevant to responding to emergencies
  • workplace accident and incident policies and procedures, and emergency evacuation procedures
  • relationships:
  • appropriate personnel and supervisor.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.
