Application

This unit of competency describes the skills and knowledge required to assess community energy descent, diverse community group dynamics and issues, and sustainable bioregional issues, while operating within a sustainable community and bioregional development program.

The unit applies to individuals who take responsibility for their own work and for the quality of the work of others. They use discretion and judgement in the selection, allocation and use of available resources.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

1. Investigate a community and bioregion program

1.1 Source, secure and interpret information concerning community development

1.2 Source, secure and interpret information about bioregion

1.3 Assess information and recognise interconnectedness

1.4 Clarify key community and bioregional issues with stakeholders by active listening and questioning

2. Work within the community or bioregional development program

2.1 Identify key issues and objectives within community or bioregional development program

2.2 Identify key policies, procedures and strategies developed for program

2.3 Work collaboratively within program guidelines to support or effect change according to program objectives

2.4 Implement communication strategy with community stakeholders according to program objectives

3. Participate in growth of community or bioregional development program

3.1 Use project design skills and planning processes to support ongoing development of program

3.2 Forge links with like-minded organisations and groups within bioregion according to energy descent action plan and policies of program

3.3 Maintain communications with stakeholders

3.4 Identify and resolve conflict between stakeholders according to project communications strategy

  • Determine and confirm community requirements during consultation using collaborative and inclusive techniques, including active listening and questioning and reading of verbal and non-verbal signals, to convey and clarify information and to confirm understanding

  • Recognise potential conflict and implement resolution processes to mitigate barriers to development

Performance Evidence

An individual demonstrating competency must satisfy all of the elements and performance criteria in this unit.

There must be evidence that the individual has, on at least one occasion, operated within a sustainable community and bioregional development program and has:

  • investigated and clarified issues and associations of a community and a bioregion
  • worked within an existing sustainable community or bioregional development program, including:
  • identified key issues and objectives
  • identified key policies, procedures and strategies
  • worked collaboratively to support or effect change
  • implemented communication strategy with stakeholders
  • participated in ongoing development of a sustainable community or bioregional development program.

Knowledge Evidence

An individual must be able to demonstrate the knowledge required to perform the tasks outlined in the elements and performance criteria of this unit. This includes knowledge of:

  • principles and practices of sustainable community and bioregional development
  • sustainable community and bioregional development programs, including:
  • transition towns group activities or programs
  • climate change programs
  • peak oil or peak resource programs
  • alternative economic systems, such as local exchange trading systems
  • environmental, water catchment and natural resource conservation projects
  • social and cultural programs
  • housing and community development programs
  • community supported agriculture, organic and sustainable primary production and consumer networks and programs
  • energy descent action planning
  • local food and water security projects
  • renewable energy and appropriate technology projects
  • greenhouse emission reduction and sequestration projects
  • community profile development
  • community consultation and facilitation methodologies, including:
  • team and community building activities
  • community forums and discussion
  • open space events
  • cultural mapping processes
  • creative problem-solving processes
  • visualisation and experiential processes
  • information gathering processes
  • group dynamics and conflict resolution strategies.

Assessment Conditions

Assessment of the skills in this unit of competency must take place under the following conditions:

  • physical conditions:
  • skills must be demonstrated in an active sustainable community and bioregional development program or an environment that accurately represents workplace conditions
  • specifications:
  • workplace policies, procedures, processes
  • sustainable community and bioregional development program and specifications
  • relationships:
  • diverse community groups
  • key stakeholders.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.
