Application

This unit of competency describes the skills and knowledge required to participate in a team to support the welfare of wildlife species in a range of marine environment events.

The unit applies to individuals who work in a team to assess, stabilise, release and/or care for wildlife. They take responsibility for activities and work within an organisational incident management structure.

All work must be carried out to comply with workplace procedures according to Commonwealth and state/territory health and safety, wildlife, and animal welfare regulations, legislation and standards that apply to the workplace.

Most government jurisdictions have requirements that allow only appropriately authorised agencies to undertake response operations. Users are advised to check with the relevant authority.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

1. Attend and assess wildlife event scene

1.1 Identify hazards and assess risks to people and wildlife at the scene

1.2 Identify species and relevant state/territory regulatory requirements and cultural protocols that apply

1.3 Monitor situation and environment and gather information to contribute to the management response

1.4 Participate in team briefing contributing to decision making options for response to wildlife event

1.5 Determine safe work requirements from work information, and confirm role and duties with supervisor

2. Assist at the wildlife event scene

2.1 Select and correctly fit personal protective equipment appropriate for situation and role

2.2 Select equipment and gear required to perform duties at wildlife event

2.3 Follow procedures to ensure safety of self, other personnel, general public and wildlife

2.4 Assist with control of the site and cordon off areas to protect wildlife

3. Care for wildlife at event scene

3.1 Take species-appropriate action to assist animals to return to the sea according to instructions

3.2 Collect information on status, condition and/or injuries to individual wildlife, and report to relevant personnel

3.3 Follow instructions from veterinarian or authority in charge to stabilise and care for wildlife

3.4 Safely capture and handle wildlife assessed as requiring ex-situ care according to organisational procedures

4. Assist with management of incapacitated and deceased wildlife

4.1 Secure and cordon off seriously incapacitated and/or deceased wildlife

4.2 Assist with palliative care of wildlife as instructed

4.3 Provide support to personnel undertaking approved euthanasia of wildlife

4.4 Assist with data collection or scientific sampling of deceased wildlife according to instructions and within limit of role and responsibility

4.5 Assist with disposal of deceased wildlife and waste according to local, state/territory or other jurisdictional requirements

5. Conclude operations

5.1 Complete records according to organisational procedures

5.2 Recover, clean and service equipment according to manufacturer guidelines and organisational standards

5.3 Participate in team debriefing activities

5.4 Report signs of critical incident stress in self and others to relevant personnel

Performance Evidence

An individual demonstrating competency must satisfy all of the elements and performance criteria in this unit.

There must be evidence that the individual has:

  • assessed hazards and risks associated with at least one species at a marine wildlife event
  • assessed the status, condition and injuries of two individual animals at a marine wildlife event
  • performed two of the following tasks at a marine wildlife event:
  • assisted with care of one live animal
  • assisted veterinarian or authorised personnel during euthanasia of one animal
  • collected data relevant to event in required format
  • assisted with one deceased animal at event scene
  • followed safe manual and animal handling, and hygiene procedures in all activities
  • contributed to one team briefing and one team debriefing activity.

Knowledge Evidence

An individual must be able to demonstrate the knowledge required to perform the tasks outlined in the elements and performance criteria of this unit. This includes knowledge of:

  • key features of organisational incident management system applicable to wildlife event, including:
  • roles and responsibilities of team members
  • overview of decision-making processes
  • interagency operations and legislative obligations
  • key local, state/territory legislative requirements and jurisdictional structures relevant to wildlife events
  • cultural protocols relating to species, operations and location
  • communication protocols, including reporting requirements and dealing with the media
  • situations where intervention with wildlife is warranted, and common marine animal species involved
  • role of science and data collection in wildlife management, including types of information and data to collect and record
  • main hazards and risks to people, including:
  • wildlife behaviour
  • weather, sea conditions, failing light or visibility
  • geography, location
  • public onlookers, interference, perceived need to act
  • lack of resources
  • wildlife identification relevant to event, including:
  • species type, approximate age and conservation status
  • basic anatomy and physiology of species, including danger zones
  • overview of normal and abnormal behaviour
  • basic indicators of health status and body condition
  • strategies to control site and address safety of the public and wildlife, including:
  • establish a cordon around animals
  • approach and treat animals with caution
  • ensure onlookers and dogs do not enter the exclusion zone
  • use of warning or information signs
  • monitor sea, tide and weather conditions
  • personal protective equipment (PPE) appropriate for event and role
  • types of equipment and gear and their purpose
  • species-specific techniques for catching, handling, lifting or moving wildlife
  • basics of palliative care and euthanasia, including types, administration, emotive responses
  • organisational safety procedures, including:
  • hygiene standards – infection control, zoonotic diseases, biosecurity
  • waste and carcass disposal
  • personal injury or accident involving a team member
  • team rotations to avoid fatigue and exposure
  • sea safety and restrictions.

Assessment Conditions

Assessment of the skills in this unit of competency must take place under the following conditions:

  • physical conditions:
  • an environment that represents a marine wildlife event – this includes the use of simulations and scenarios
  • resources, equipment and materials:
  • animal simulation device or mannequin
  • personal protective equipment and other equipment required to address event covered in the performance evidence
  • specifications:
  • organisational formats for recording or reporting information
  • relationships:
  • supervisor, relevant personnel and team members to report to and work with.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.
