Important Changes to High-Risk Work Units of Competency in Transport & Logistics Training Package

The Australian Industry and Skills Committee (AISC) has approved revised Crane High Risk Work (HRW) Units of Competency (units) for referral to Skills Ministers for endorsement.

At the request of Safe Work Australia (SWA), the Transport and Logistics Industry Reference Committee (IRC) has revised nine Crane HRW units (listed below) to align with Schedules 3 and 4 of the Model Work Health and Safety Regulations 2011. 

References in each unit to “a current National HRWL to perform dogging or a certification for a specific VET course for HRWL to perform dogging” have been removed. Further, the reference to “a current National HRWL to operate a Slewing Mobile crane (up to 60 tonnes), and current industry experience operating a slewing mobile crane of between 20 tonnes and up to 60 tonnes competently for at least two years” contained in the units Licence to operate a slewing mobile crane (up to 100 Tonnes) and (over 100 Tonnes) have been removed. While removing references that do not align with regulations, other changes have been made to the units to maintain a focus on safety, including safe slinging and load estimation practices. To facilitate regulatory alignment and timely implementation of these units, the Department of Education, Skills and Employment (DESE) has requested ASQA consider reducing the transition period to 28 February 2022. 

DESE has also sought an extension to the current transition period for the vehicle loading crane unit TLILIC0012 - Licence to operate a vehicle loading crane (capacity 10 metre tonnes and above) that is set to end on 1 November 2021, to 28 February 2022 to bring these units into alignment. 

New Codes for the HRWL Units 

1. TLILIC0016 Licence to operate a bridge and gantry crane
2. TLILIC0017 Licence to operate a derrick crane
3. TLILIC0018 Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity)
4. TLILIC0019 Licence to operate a portal boom crane
5. TLILIC0020 Licence to operate a slewing mobile crane (over 100 Tonnes)
6. TLILIC0021 Licence to operate a slewing mobile crane (up to 100 Tonnes)
7. TLILIC0022 Licence to operate a slewing mobile crane (up to 20 tonnes)
8. TLILIC0023 Licence to operate a slewing mobile crane (up to 60 tonnes)
9. TLILIC0024 Licence to operate a vehicle loading crane (capacity 10 metre tonnes and above)
