Release 1.  This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required to prepare cargo for transfer with slings.

It includes preparing for cargo transfer, calculating safe working load (SWL) or working load limit (WLL) of slings and loads, slinging and unslinging cargo, and strapping and unstrapping goods in accordance with workplace requirements and relevant regulatory requirements, within the transport and logistics industry.

People achieving competence in this unit will need to fulfil the applicable state and/or territory legislated high-risk work licence requirements and to comply with relevant codes of practice and/or guidelines.

Safety checks and equipment tests are performed under limited supervision.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Prepare cargo transfer  

1.1 

Job hazards are identified and required action is taken to minimise, control or eliminate identified hazards

1.2 

Working area is prepared and maintained in accordance with national standards, safety codes and workplace procedures

1.3 

Unsafe work practices and/or faulty equipment are reported in accordance with workplace procedures

1.4 

Correct personal protective equipment (PPE) is identified and worn/used

Calculate SWL or WLL of slings and loads 

2.1 

SWL or WLL is calculated using standardised formulae for different types of lifting cables

2.2 

Lifting equipment is checked to determine SWL according to workplace procedures

Slinging gear is checked for conformity with safety equipment

Sling and unsling cargo 

3.1 

Cargo is slung/unslung in accordance with national standards, safety codes and workplace procedures

Strapping arrangements are secured/released to/from load ensuring no injury to personnel or damage to machinery or cargo

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and include:

  • applying precautions and required actions to minimise, control or eliminate identified hazards
  • applying relevant high risk work legislation and workplace procedures
  • calculating safe working load (SWL) and working load limit (WLL)
  • communicating and working effectively with others
  • completing relevant documentation
  • implementing contingency plans
  • inspecting equipment prior to use
  • modifying activities depending on operational contingencies, risk situations and environments
  • monitoring and prioritising work activities in terms of planned schedule
  • operating and adapting to differences in equipment in accordance with workplace operating procedures
  • planning own work, predicting consequences and identifying improvements
  • reading, interpreting and following relevant instructions, procedures, information and signs
  • reporting and/or rectifying identified problems promptly in accordance with regulatory requirements and workplace procedures
  • selecting and using relevant gear and equipment when preparing cargo for transfer with slings
  • selecting and using required personal protective equipment (PPE) conforming to industry and work health and safety (WHS)/occupational health and safety (OHS) standards
  • using balance points and estimating weights in setting up loads to be shifted
  • working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

  • cargo potential for toxicity, reactiveness, material grade, type and purpose, including information from relevant safety data sheets (SDS)/material safety data sheets (MSDS) and current dangerous goods systems documentation requirements
  • documentation and record requirements
  • gear and equipment used when transferring cargo with slings, and precautions and procedures that should be followed in their use
  • housekeeping standards and procedures
  • manufacturer instructions
  • operational work systems, equipment, management and site operating procedures for transferring cargo with slings
  • problems that may occur when preparing cargo for transfer with slings and appropriate actions that can be taken to resolve these problems
  • relevant regulations for transferring cargo with slings, including current dangerous goods regulations and bond, quarantine and other high-risk work legislative requirements
  • relevant WHS/OHS and environmental protection procedures and guidelines
  • requirements for SWL and WLL
  • site layout and obstacles
  • slings, dogging and rigging licence to perform high-risk work requirements
  • workplace procedures and policies for transferring cargo with slings.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • relevant and appropriate materials, tools, equipment and PPE currently used in industry.
  • applicable documentation, including legislation, regulations, codes of practice, workplace procedures and operation manuals.
