Application

This unit describes the skills and knowledge required to make a contribution to planning a population health project.

The contribution focuses on working from an existing project plan to develop the detail, such as a timetable for implementing strategies, evaluation and budget.

This unit applies to work in a public health context and workers at this level will work under supervision and within defined guidelines.

The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian/New Zealand standards and industry codes of practice.

Elements and Performance Criteria

1. Plan implementation of strategies

1.1 Identify existing plan and related goals and objectives

1.2 Identify project strategies from project plan

1.3 Identify tasks to be undertaken to implement strategies in consultation with relevant personnel

1.4 Timetable tasks to be undertaken to implement strategies in consultation with relevant personnel

1.5 Source resources required to implement strategy

1.6 Calculate cost of tasks to be undertaken

2. Plan implementation of evaluation tasks

2.1 Identify project evaluation measures from the project plan

2.2 Identify, in consultation with relevant personnel, tasks to be undertaken to collect data using the identified evaluation measures

2.3 Timetable, in consultation with relevant personnel, tasks to be undertaken to collect data using the identified evaluation measures

2.4 Source resources required to collect data using measures identified

2.5 Calculate cost of evaluation tasks to be undertaken

3. Present planning information

3.1 Select appropriate methods of presenting planning information on the basis of planner needs

3.2 Present information logically and include references to relevant data and sources to support assertions

Performance Evidence

The candidate must show evidence of the ability to complete tasks outlined in the elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the job role. There must be evidence that the candidate has:

  • consulted with relevant personnel to assist with determining the project plan activities and requirements of at least 2 existing population health project plans, including:
  • timetabling project and evaluation tasks
  • sourcing project and evaluation resources
  • calculating project and evaluation costs
  • presented outcomes to the project planner.

Knowledge Evidence

The candidate must be able to demonstrate essential knowledge required to effectively complete tasks outlined in the elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the work role. This includes knowledge of:

  • legal and organisation requirements relating to identifying community health needs, including:
  • relevant international charters and declarations and documents
  • national, State/Territory and local health policies, goals, targets and priorities relevant to identifying health needs
  • social change and advocacy processes
  • scope of own role and responsibilities
  • equity issues in population health
  • evidence-based practice
  • theory and practice of population health, including health promotion, and health protection and prevention of communicable and non-communicable diseases
  • overview of the stages in population health project planning
  • planning models
  • sources of information, including:
  • literature from population health and related disciplines, such as published books, peer-reviewed papers and reports
  • literature outlining marketing and behaviour change strategies specific to the community
  • demographic data and information
  • socio-economic data and information
  • data and information from health research and health studies
  • expert informants
  • key representatives of the community
  • national, State/Territory and local health policy documents and implementation guidelines
  • overview of the stages in population health project planning and a broad understanding of project management techniques, including time and cost tracking methods.

Assessment Conditions

Skills must have been demonstrated in the workplace or in a simulated environment that reflects workplace conditions. The following conditions must be met for this unit:

  • use of suitable facilities, equipment and resources, including population health project plans
  • modelling of standard industry operating conditions and contingencies.

Assessors must satisfy the Standards for Registered Training Organisations (RTOs) 2015/AQTF mandatory competency requirements for assessors.
