Application

This unit specifies the skills and knowledge required to maintain the delivery of logistics in an adverse environment.

It includes preparing for logistics operations in an adverse environment, and protecting logistics road movement and site.

An adverse environment typically involves threats and armed conflict.

This unit applies to logistics persons who have a responsibility to organise and manage the delivery of logistic support in an adverse environment.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Typically, persons undertaking this unit work independently or as part of a team under direct and/or indirect supervision, use discretion and judgement, undertake complex tasks and take responsibility for the quality of their specialised outputs.

Prepare for logistics operations in an adverse environment

Source and analyse intelligence to define the environment in which logistic support is to be provided, in accordance with organisational procedures

Identify adverse circumstances that could negatively impact on the delivery of logistic support

Analyse and assess adverse circumstances for their potential for occurrence and subsequent consequence to logistics operations

Develop and integrate risk management control measures into planning considerations

Integrate risk management control measures into logistics operations and communicate to all relevant logistics elements

Protect a logistics site 

2.1 

Plan protection of logistics site taking into account the technical requirements of delivering service support and siting requirements

Liaise with other logistics organisations to establish shared responsibilities and mutual support arrangements

Select and integrate protective control measures into protection plan

Develop and communicate protection plan to all relevant personnel in accordance with organisational procedures

Protect logistics road movement 

3.1 

Oversee and monitor road movement vehicle preparation to ensure vehicles are prepared for movement through an adverse environment

Liaise with vehicle escorts, as required, to establish common protocols for the road movement protection plan, communications arrangements and actions to be taken by personnel in adverse circumstances

3.3 

Apply convoy protection control measures during road movement in accordance with organisational procedures and protection plan

3.4 

Respond to emergency or threatening situations in accordance with organisational procedures and protection plan

3.5 

Maintain communication links with the control centre and within the road convoy during road movement, as required, in accordance with agreed protocols

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

  • adapting to plans during implementation to suit the changing nature of the environment and operation
  • planning and preparing processes to develop suitable logistics courses of action in an adverse environment
  • applying relevant legislation and organisational policies and procedures
  • communicating instructions to implement protection plans and tasks
  • developing protection plan and relevant control measures
  • drafting and releasing complex forms of written communication
  • employing strategies to protect logistics personnel and equipment when stationary and when moving by road
  • identifying adverse circumstances accurately within the logistics operating environment
  • identifying, interpreting and analysing risk assessment requirements relevant to work being performed
  • liaising with other agencies to integrate protection plan
  • planning and coordinating vehicle road movement
  • protecting logistics site and road movements.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • adverse circumstances, hazard and protection plan control measures
  • convoy protection control measures and protocols
  • escorts for relevant vehicles including:
  • aircraft
  • armed helicopters
  • armed road vehicles
  • emergency services vehicles
  • police vehicles
  • emergency or threatening situations
  • functional and technical siting requirements of specialist logistics elements
  • interrelationship between specialist logistics elements within an integrated logistics team
  • logistics elements including:
  • catering
  • health
  • maintenance
  • supply
  • transport
  • logistics planning processes and support concepts
  • protective measures in a Defence environment
  • protective siting requirements of logistics elements
  • regulatory, technical and industry standards, and organisational policies and procedures as they relate to logistics
  • risk management control measures for deployed logistics elements.

Assessment Conditions

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or other simulations
  • equipment used to conduct logistics operations in an adverse environment
  • relevant and appropriate materials, tools, equipment and personal protective equipment currently used in industry
  • applicable documentation including organisational policies, procedures, regulations, codes of practice and operation manuals.
